Colorado “Healthy Choice Waiver”: Advocacy Opportunity

Colorado is considering a rule called the SNAP Healthy Choice Waiver that would restrict what families can buy with benefits of the Supplemental Nutrition Assistance Program (SNAP) at the grocery store, specifically sweetened beverages, beginning April 30, 2026. While framed as a health initiative, the waiver would reduce food choice, add stigma for families, and create costly new burdens for retailers — especially small, rural, and independent stores that are critical food access points in many communities.

The Colorado Department of Human Services has issued a notice of rule-making to implement this waiver. The first of two public hearings will be held on Friday, February 6, at 8:30 a.m. MST. These rules will determine which food products are eligible for SNAP benefits in Colorado.
